As we know, the R-12s were officially replaced by the R-62s. Yet in reality, the first R-62s weren't delivered until October of 1983, and the last R-12 had already been retired by September of 1981. My question is: why didn't they simply keep the R-12s until the R-62s arrived? Was there any specific reason in particular for them to retire the R-12s before the contract for replacements was even awarded?
